The Budget and Beyond
Welcome to our Budget and beyond feature. Here we focus on key developments and tax highlights starting with the Budget in March and moving on to the consultation papers on residence and domicile released on 17 June, which starts a consultation process due to close in September.
Our team will regularly update this feature to reflect:
- key developments
- the key themes to emerge from the government's consultation documents.
- further key developments, in tandem with policy developments and lobbying during the consultation phase.
The 2011 Budget was the first real indication we got of the coalition government's tax policy, and it contained a few welcome surprises. Of particular interest were:
- the promise of a relief for remittances by UK res non doms for commercial investment
- the introduction of a statutory residence test.
While the Budget was big on interesting announcements, it was notably small on detail. Instead, we have been promised consultation documents on these two areas, and these have just been released.

- what, precisely, will be the scope of permitted remittances for commercial investment in the UK?
- whether this is to be tied in with the investor's visa as part of an initiative to deliver a clear message that the UK is open for business? and;
- whether this will attract more non doms to the UK?
